By the year 2024, JR Borja General Hospital shall be the national model of excellence for local government hospitals. It will demonstrate leadership in the successful implementation of the Universal Health Care Program - proactively addressing the curative health care needs of Cagayan de Oro City and Northern Mindanao and emancipating the marginalized sector from the physical, mental and financial burdens of sickness and infirmity.
